On November 25, 2002,
President Bush signed the Homeland Security Act of 2002 as a measure to
protect the homeland against threats of terrorism. The Act includes the
establishment of the Department
of Homeland Security (DHS), the first-ever federal department whose
primary objective will be to protect and respond to acts of terror against
the nation. The DHS will aim to speed the technology commercialization
process by increasing the pace toward applications of R&D and the creation
of final products
