The Defense Technical Information Center (DTIC)
is the central source for scientific and technical information concerning research and development projects funded by DOD agencies.  Many successful SBIR Phase I and Phase II award winners believe DTIC provided them the necessary information in making correct bid/no bid decisions and in preparing technically stronger proposals.

National SBIR Conferences
are usually sponsored by all 10 SBIR agencies.  Program Managers and representatives from all participating agencies will provide insight into how to work with their respective agencies and will answer questions during the one-on-one opportunities.

State Science Technology Institute.  SSTI is a national non-profit organization dedicated to improving government-industry programs that encourage economic growth through the application of science and technology. Procurement Technical Assistance Centers (PTACs)

PTACs are funded in part by the DoD to provide small businesses with comprehensive information about doing business with the government. They provide training and counseling which addresses marketing strategies, business development, small business programs, financial and contracting issues, and procurement regulations.  Most PTACS offer their services  at low cost.

Small Business Administration Government Contracting Counselors
The Office of Government Contracting (GC) works to create an environment for maximum participation by small, disadvantaged, and woman-owned businesses in federal government contract awards and large prime subcontract awards. GC advocates on behalf of small business in the federal procurement world.

National Defense Industrial Association (NDIA)
The NDIA provides a forum for the interchange of ideas between the government and industry to resolve industrial problems of joint concern.  NDIA chapters host meetings and events to help companies network as well as to address the business and technical aspects of the government-industry relationship. The NDIA helps its members address government policies and practices through the entire acquisition process, including research and development, procurement, logistics support and many technical areas.

Armed Forces Communications and Electronics Association (AFCEA)
AFCEA promotes industry-government cooperation in developing effective intelligence and information management, including the development, manufacture and operation of equipment and systems, and provision of services in communications, electronics, computers, intelligence systems, command, control and technical photography.

Business Planning Resources
Small Business Development Centers (SBDCs)

SBDC’s provide a variety of services and resources to assist potential and existing small businesses. With funding by the California Trade and Commerce Agency, the U.S. Small Business Administration (SBA), and the Chancellor’s Office (California Community Colleges), the SBDCs provide most services at no cost to the client. Services include: One-on-one counseling, training programs, procurement assistance, research, information and referral services, internet and web business strategies, and workshops, seminars, and training.

Small Business Administration (SBA)                
The SBA helps small businesses gain access to capital and credit, federal procurement opportunities, and provides general entrepreneurial development assistance. SBA programs include loan guarantee programs, small business investment programs, government contracting, minority enterprise development programs, and business education.

The SBA also oversees the SBDCs and the SCORE program. Finally, the SBA have two Business Resource Centers, which serve as one-stop centers for small business planning and research. The BRCs feature computer workstations, CD-ROM databases, and an entrepreneur library with videos and publications. www.sba.gov


San Diego Supplier Development Council (SDSDC)
Comprised of small business advocates and purchasing professionals who represent local private industry and government agencies, SDSDC seeks to improve member's procurement and subcontracting performance by creating opportunities for emerging and underutilized small businesses.
